The R&R Section is responsible for assisting the Sudanese Police in reorganizing its structure, managerial methods and installations, always when requested. After assessing the necessities of the Sudanese Police, R&R elaborates a comprehensive and detailed plan of action for immediate implementation.

Quick Impact Projects:  

Quick Impact Projects (QIP) are the fastest, simplest and most efficient method for the construction and renovation of Sudanese Police installations and facilities. Since the beginning of UN Police work on the field, several QIP's are being implemented, as follows:

Ongoing QIPs:
  • Construction and Renovation of Police Training Academy, Buluk, Juba;
  • Repair, Renovation and Construction of two WC at Northern Division Juba;
  • Construction of Public Reception and Toilets at Western Police Division, Juba;
  • Installation of Road Traffic Signs in Juba;
  • Construction of Office for Women and Children Unit in Juba;
  • Rehabilitation of Kuajok Police Station, Wau;
  • Renovation of Ed Damazin Police Station.
Approved QIPs:
  • Reconstruction of Central Police Division Cells, Juba;
  • Construction of an office for the women and children unit at Central Police Division Juba;
  • Rehabilitation of the Social and Legal Assistance premises of Wau Civil Prison;
  • Rehabilitation of the Romic Police Station;
  • Renovation of Kurmuk Police Station.
Mandate Implementation Plan:  

According to Para 4.a (SCR 1590), UN Police who are to assist the restructuring of police in Sudan, consistent with democratic policing, to develop training, and evaluation plan, to otherwise assist in the training of civilian police. To make sure that we meet this mandate, the UN Police are carrying out the following activities:

  • Collocation - Where UN Police are attached to local police station to assess the activities on daily basis. This is aimed at improving local police standards in line with international policing standards.
  • Community Policing - UN Police in conjunction with NGOs, relevant stakeholders continuously holding meetings with local police as a way of improving the working relationship between the local police and their respective communities.
  • Capacity Building - The local police through training are being enabled to sustained themselves without leaning too much on UN programs.

Collocation: A selected team of UN Police officers will collocate with the SSPS at nominated Police Stations. The team would work in unison with the local Police and advice and guide the local Police in improving service delivery to the community by enhancing their professional competence, response time, awareness of international standards, especially with regard to human rights, dealing with women and children and treatment of the arrested persons and detainees.

The UN Police will select a team of at least three officers as the collocation team. The number could be more depending on the size of the AOR of the Police station. The team leader would be an experienced Police officer who has sufficient experience in supervising the functioning of Police stations.

Computer training:Computer Training is a program to afford the local police relevant knowledge about the concept of computer, cyber crime, how to access the internet, how to trace a criminal via internet, etc.

Registration: Registration was developed for the local police to facilitate their future planning for resources such as wages and salaries, office accommodation, vehicles among others. This also enables the government to establish the current strength of police staff to make for differences.
