As described in the Comprehensive Peace Agreement (CPA) and mandated by SC Resolution 1590, UNMIS is "to assist in the establishment of the disarmament, demobilization and reintegration programme as called for in the Comprehensive Peace Agreement, with particular attention to the special needs of women and child combatants, and its implementation through voluntary disarmament and weapons collection and destruction". Briefly outlined below are the objectives of the DDR programme, definitions, target groups and roles of National Commissions and the UN.

 
  • Disarmament:
    The collection, control and disposal of small arms, ammunition, explosives and light and heavy weapons of combatants as well as the civilian population
  • Demobilization:
    The process by which parties to a conflict begin to disband their military structure and combatants begin the process of transformation into civilian life
  • Reintegration:
    Assistance measures provided to former combatants that would increase the potential for them and their families to economically and socially reintegrate into civil society.
 
  • The overarching objective of the DDR process is to contribute to creating an enabling environment for human security and to support post-peace-agreement social stabilization across the Sudan, particularly war-affected areas.
  • The DDR programme shall take place within a comprehensive process of national reconciliation and healing throughout the country as part of peace and confidence building measures.
