SPLM Protesting Lack of CPA Implementation, Says Kiir

The Sudan People's Liberation Movement's decision to recall its ministers from the government protested lack of implementation of critical provisions of the country's peace accord, President of Southern Sudan and First Vice-President of Sudan Salva Kiir said recently in Juba.

Speaking at a press conference on 24 October, Mr.Kiir said the action was a call to the Sudanese people, region and international community to rescue the country's Comprehensive Peace Agreement (CPA).

He urged his political partner, Sudanese President Omar al-Bashir, to ensure peace and stability in the country by implementing the letter and spirit of the CPA.

Mr. Kiir said the SPLM decision was supported by all members of his party as well as the majority of Sudanese people in the south. He stressed, however, that the party was committed to full implementation of the CPA, and had no wish to see it collapse. “The SPLM is for freedom, peace and prosperity for all the Sudanese people,” Mr. Kiir said.

He also called on Sudanese people to remain calm and work for peace, assuring them that the SPLM under his leadership would not allow the current standoff to deteriorate into war, whatever should occur.

The SPLM was simply asking the National Congress Party to resolve critical aspects of the CPA as a minimum condition for the SPLM’s return to the Government of National Unity.

CPA provisions to be implemented before SPLM returns to GoNU

  • Acceptance of the Abyei Boundary Commission's report and immediate establishment of an Abyei administration
  • Immediate withdrawal of the Sudan Armed Forces from Southern Sudan and Abyei areas, as per provisions of the CPA.
  • Review of the oil sector and engagement of the Government of Southern Sudan to ensure transparency in this important sector.
  • Availing the resources necessary for the north-south border committee.
  • Availing necessary resources to the forthcoming population census and reinstating questions related to ethnicity and religion to the census questionnaire.
  • Initiating a process of national reconciliation and healing throughout the country.
  • Reinstating SPLM ministers who were wrongly dismissed in Senar and El Gezira states.
  • Apology from the national Minister of Interior on its recent raids of the SPLM offices in Khartoum and to bring the culprits of these acts into the books of law
  • Immediate release of unlawfully detained citizens and political opponents.
