Duties and responsibilities:
Under the direct supervision of the Chief Technical
Compliance Officer, the incumbent is responsible for
the following duties:
- Manage the Diplomatic Clearance sub-unit.
- Receive requests for Diplomatic Clearance (landing
and over-flight) from multiple sources (Mission, Short-Term
Charter Companies, UNHQ, Long-term Contract Carriers,
and others).
- Prepare and submit Note Verbales for Diplomatic
Landing Permit to the Ministry of Foreign Affairs,
Department of Humanitarian Affairs and Peace.
- Interface with high level officials in the Ministry
of Foreign Affairs, SCAA Authorities (Director level),
and Military Intelligence to secure timely landing
permit and release of aircraft for operations throughout
Sudan.
- Manage Aviation issues with Government compliance
issues related to the Status of Forces Agreement.Prepare
and give presentations as required at meetings with
the Ministry of Foreign Affairs.
- Develop and maintain relationships with neighboring
Civil Aviation Authorities in Chad, Kenya, Eritrea,
Ethiopia, Egypt, Uganda, Central African Republic,
Rwanda, and Democratic Republic of Congo for the purpose
of securing landing clearance and over flight permits.
- Assist other DPKO Missions and UN chartered aircraft
in getting over flight permit and technical landing
permit.
- Responsible for drafting Note Verbale and other
standard Memoranda related to landing permit and air
operations.
- Assist the Chief Technical Compliance Officer on
other task as assigned.
Compentencies:
- Professionalism: Authoritative knowledge and wide
exposure to the full range of air operations. Recognized
expertise in the field and ability to comprehend and
reconcile the diverse features of Air Transport. Proven
analytical and evaluative skills and ability to work
independently late hours and during the week end.
Commitment to implementing the goal of gender equality
by ensuring the equal participation and full involvement
of women and men in all aspects of peace operations.
- Planning and organising: Ability to establish priorities,
plan, coordinate and monitor the work plan of those
under his/her supervision.
- Technology awareness: Computer literacy; ability
to manage the development and adoption of new applications
for Technical Compliance. Fully conversant with ICAO
rules and regulations. Working knowledge of the Operations
of Sudan CAA.
- Communications: Strong communication (spoken and
written) skills. Must be conversant in English and
Arabic.
- Teamwork: Excellent interpersonal skills, including
ability to operate effectively across organization
boundaries. Ability to establish and maintain effective
partnerships and working relations in a multi-cultural,
multi-ethnic environment with sensitivity and respect
for diversity.
Qualifications:
- Education: University degree in Air Transport, Management
or related field, preferably in Public Administration
or a combination of relevant degree and extensive
experience. An Air traffic control license or diploma
in Air Traffic Services would be an advantage. Certification
in Airport/ airspace/air traffic management would
be desirable.
- Experience: At least 2-5 years of progressively
responsible experience in the aviation industry/travel
industry or Foreign Affairs Department/ Diplomatic
Missions with at least 2 years in a supervising level.
Working knowledge of Civil Aviation Authority or Diplomatic
Mission is also beneficial.
- Languages: Fluency in spoken and written English
and Arabic. Knowledge of other languages spoken in
Sudan an advantage.
