National Professional Officers are employed for functions
in UNMIS which by their very nature require national
knowledge, culture experience and languages. In this
respect and under the supervision of the Chief Movement
Control Section, the incumbent will perform the following
functions:
Duties and Responsibilities:
Within the UNMIS Joint Movement Control Centre (JMCC),
plan and implement movement operations for the deployment
and rotation of Troop Contributing Countries (TCC) contingents.
To this end, the Movement and Planning Officer will
perform the following functions:
- Provide the interface and liaison capacity for
Movement Control Operations with Government departments
and agencies on all aspects of support necessary to
implement movement plans
- Brief the Government on all movement plans so as
to ensure that when and where government resources
are required that the Government of Sudan and SPLM/A
can respond
- Arrange and coordinate the Government support and
approvals necessary to execute contingent movements
- Plan and execute the rotations and repatriations
of military contingents and Civilian Police Personnel
- Provide on the ground liaison and coordination
with international civilian transport agencies on
all aspects of support necessary to implement contingent
movement plans
- Where and when directed deploy and command a mobile
Movement team for high intensity operations
- Oversee and participate in air terminal operations
by physically assisting with the Movement of passenger
baggage, the check-in of passengers of the supervision
of these functions
- Other duties as assigned
Competencies
- Professionalism: Thorough knowledge of UN financial
rules and regulations as well as budgetary, administrative
procedures, policies and Directives pertaining to
Movement Control field. Demonstrated use of initiative
and ability to make appropriate linkages in Movement
Control requirements and anticipate next steps.
- Planning & Organization: Ability to plan own
work and manage conflicting priorities;
- Technological Awareness: Good computer skills, including
proficiency in procurement computer systems, word
processing, spreadsheet and Internet applications;
familiarity with database management desirable;
- Communications: Good communication (spoken and written)
skills, including ability to explain and present procurement-related
information/requirements and prepare written documents/communications
in a clear, concise style;
- Teamwork: Good interpersonal skills and ability
to establish and maintain effective working relations
with people in a multi-cultural, multi-ethnic environment
with sensitivity and respect for diversity.
Qualifications:
- Education: Advanced degree in Business Administration,
Finance or any other related field or equivalent.
IATA Diploma on transportation of Dangerous Goods
by Air and Certificate/Coursework/Training Logistics/Movement
Control fields or a relevant combination of academic
qualification and relevant experience.
- Experience: At least 5 years progressively responsible
professional experience in the Movement Control/Logistics
fields. Previous UN/International NGO experience in
the Movement Control/Logistics fields an asset .
- Languages: Fluency in written and spoken English
and Arabic is essential. Knowledge of Sudanese languages
would be an advantage.
